ARTICLE ELEVEN To see if the Town will vote to amend the Town of Salisbury Zoning Bylaw Chapter 300, Article VIII (Floodplain District) by adding the text shown in bold underline and deleting the text shown in strikethrough as follows, or to take any other action relative thereto. § 300-36.2 Floodplain District boundaries. The Floodplain District is herein established as an overlay district. The District includes all special flood hazard areas designated on the Salisbury Flood Insurance Rate Map (FIRM) issued by the Federal Emergency Management Agency (FEMA) for the administration of the NFIP, effective July 3, 2012, July 8, 2025, as Zones A, AE, AH, AO and VE, which indicate the 1% chance regulatory floodplain. The exact boundaries 4 of the District may be defined by the one-hundred-year base flood elevations shown on the FIRM and further defined by the Essex County Flood Insurance Study (FIS) report, effective July 3, 2012, July 8, 2025. The FIRM and FIS report are incorporated herein by reference, are on file with the Town Assessor, the Town Clerk, and the Building Department, and are available for public inspection. § 300-37.2. Use regulations. B. Other use regulations. 1. Recreational Vehicles. ARTICLE TWENTY-FOUR To see if the Town will vote to amend the General Bylaws of the Town, Chapter 170, §170-22 (Peace and Good Order) by deleting Subsection A in its entirety and replacing it as follows: A. There shall be a forty-dollar fine for each violation of overtime parking at all parking spaces where payment is required to be made at a parking kiosk; or to take any other action relative thereto. ON PETITION OF THE TOWN MANAGER ARTICLE TWENTY-FIVE To see if the Town will vote to amend the General Bylaws of the Town, Chapter 170, §170-22 (Peace and Good Order) by deleting Subsection B (12), in its entirety and renumbering Subsection B accordingly, and inserting a new Subsection D as follows: D. There shall be a one-hundred-dollar fine for any motor vehicle parked less than 20 feet from a corner; or to take any other action relative thereto. ON PETITION OF THE TOWN MANAGER

To see if the Town will vote to accept the provisions of Mass. General Laws Chapter 32B, Section 9D, which provides that the Town shall continue to pay one-half of the amount of the premium for hospital, surgical, medical, dental and other health insurance to be paid by the surviving spouse of an insured employee or a retired employee if such employee or retired employee passes away; provided that the surviving spouse will only continue to be eligible for the insurance for which his/her respective employee or retired employee spouse was eligible; or to take any other action relative thereto. To see if the Town will vote to appropriate the total sum of $3,000,000 for the purpose of funding the engineering design, permitting and construction of an upgrade to Well #6, including any costs incidental or related thereto, and, as funding therefor, to transfer the sum of $590,129.06, the unspent proceeds from the Town’s sale of $863,000.00 in General Obligation bonds issued in September of 2020, and to authorize the Treasurer, with the approval of the Board of Selectmen, to borrow $2,409,870.94 pursuant to G.L. c. 44, §7 or 8, G.L. c. 29C, or any other enabling authority, and to issue bonds and notes of the Town therefor; and, further, that all, or any portion, of this borrowing may be obtained through the Massachusetts Clean Water Trust (the “Trust”), also known as the State Revolving Fund Program; and to authorize the Board of Selectmen, the Treasurer and any other appropriate official of the Town to execute and deliver any and all agreements and other documents that may be required, whether by the Trust, or by he Commonwealth of Massachusetts Department of Environmental Protection in connection with any financing to be obtained through the Trust, or otherwise, and to authorize the Board of Selectmen to take any other action necessary to effectuate the vote taken hereunder; or to take any other action relative thereto.
