To see if the Town will vote to amend the General Bylaws of the Town (Chapter 163, Article 1 (Ring’s Island Neighborhood Preservation District), §163-8(J) (Exceptions) by deleting the text shown in strike-through and inserting the text shown in bold underline as follows: J. Reconstruction of an NPD building damaged or destroyed by fire, storm or other disaster, provided that the reconstruction is completed in a manner that planned construction is consistent with other local bylaws. For an NPD property, the owner is encouraged to reconstruct the building, to the greatest extent possible, to conform to its original size, location and appearance. If the planned reconstructed building would increase the gross floor area of the original building either by more than 1,000 square feet or by more than 30%, it is not exempt from the requirements of this bylaw. To see if the Town will vote to appropriate the total sum of $3,000,000 for the purpose of funding the engineering design, permitting and construction of an upgrade to Well #6, including any costs incidental or related thereto, and, as funding therefor, to transfer the sum of $590,129.06, the unspent proceeds from the Town’s sale of $863,000.00 in General Obligation bonds issued in September of 2020, and to authorize the Treasurer, with the approval of the Board of Selectmen, to borrow $2,409,870.94 pursuant to G.L. c. 44, §7 or 8, G.L. c. 29C, or any other enabling authority, and to issue bonds and notes of the Town therefor; and, further, that all, or any portion, of this borrowing may be obtained through the Massachusetts Clean Water Trust (the “Trust”), also known as the State Revolving Fund Program; and to authorize the Board of Selectmen, the Treasurer and any other appropriate official of the Town to execute and deliver any and all agreements and other documents that may be required, whether by the Trust, or by he Commonwealth of Massachusetts Department of Environmental Protection in connection with any financing to be obtained through the Trust, or otherwise, and to authorize the Board of Selectmen to take any other action necessary to effectuate the vote taken hereunder; or to take any other action relative thereto.
