To see if the Town will vote to transfer the sum of $20,000.00 from Free Cash to FY2023 budget line item number 0100.0123.5305 (Town Manager - Consulting Fees) for the purpose of hiring a qualified consultant to conduct a study of emergency medical services (EMS), to include both an operational review of the current EMS delivery model and a feasibility study concerning the provision of municipal (fire-based) ambulance services, including all incidental and related costs; or to take any other action relative thereto. To see if the Town will transfer the sum of $4,931.00 from Free Cash to FY2023 budget line item number 0100.0241.5315 (Building Department – Sealer of Weights and Measures) for the purpose of funding an increase in the cost of the Town’s contract with the State Division of Standards to provide weights and measures functions pursuant to MGL Ch. 98, §35(a), including all incidental and related costs; or to take any other action relative thereto. To see if the Town will vote to transfer the sum of $80,025.00 from Free Cash to FY2023 budget line item number 0100.0910.5199 (Insurance and Benefits – Personnel Salary Reserve) for the purpose of funding the first year of compensation-related provisions of recently settled collective bargaining agreements between the Town and Teamsters Local #170 – Department Heads ($13,950.00), Salisbury Firefighters Local #4694 IAFF/PFFM ($6,000.00), AFSCME Council 93, Local #939 -- Professional/Administrative/Technical Staff ($25,200.00),and AFSCME Local # 939 – Department of Public Works ($34,875.00), including all incidental and related costs; or to take any other action relative thereto. ARTICLE TWENTY-SEVEN To see if the town will vote to amend the Zoning bylaws of the town chapter 300 Article VII (Zoning board of Appeals) §300-30 (appointment, terms of office) by inserting the text shown in bold and deleting the text shown in strike through as follows Town Manager Board of Selectmen shall appoint a Zoning board of Appeals consisting of five (5) members and two (2) associate members, each to a term of five (5) years each to a term of three (3) years. Vacancies shall bel filled for the unexpired term by the Town Manager Board of Selectmen. The Zoning board of Appeals (ZBA) shall annually, elect a chairperson and a clerk from its membership or take action relative to. ON PETITION OF LYNN WELCH ET AL ARTICLE TWENTY-EIGHT To see if the Town will vote to amend the bylaws of the Town Charter 3-2 C. by inserting the text shown in Bold Appointment Powers – The Board of Selectmen shall appoint a Town Manager, library trustees, historical commission, registrars of voters (but not the Town Clerk), local cultural council, four members of a housing authority, a planning board, a harbor commission, a rent control board, the council on aging, an affordable housing trust, a Ring’s Island Neighborhood Preservation District Committee, Town Counsel and CONSERVATION COMMISSION. The Board of Selectmen shall appoint such other Town officers and members of multiple member bodies, the primary responsibilities of which are policy making and not administrative, as may be provided by By-law or take action relative to.
