10:35To see if the Town will vote to amend the vote taken under Article 3 of the May 15, 2023 Annual Town Meeting by decreasing the total amount to be raised and appropriated from $33,359,540.00 to $33,279,540.00 and to transfer the sum of $195,000.00 from Free Cash to fund the FY2024 annual operating budget of the Town, which includes $15,275,658.00 to pay the Town’s anticipated share of the Triton Regional School District’s operating budget for FY2024, calculated in accordance with Mass. The amount includes $146,192.81 from Comcast for FY2023 annual Cable-Related Equipment/Facilities and two quarterly Franchise Fee payments for the period January - June 2023 per sections 6.3 and 7.2, respectively, of Comcast’s Cable TV Renewal License contract, plus $25,000.00 from Breezeline for FY2024 annual Cable-Related Equipment/Facilities funding per section 6.3 of Breezeline’s Cable TV License contract; or to take any other action relative thereto. 37:36ARTICLE TWENTY-TWO To see if the Town will vote to authorize the Board of Selectmen to grant to the Massachusetts Electric Company a permanent easement for access for the transmission of high and low voltage electric current and intelligence and telephone use, in, on, over, across, under and along a portion or portions of Bayberry Lane, to provide electric service to a sewer pump station located at 26 Bayberry Lane, shown more particularly on a plan entitled “Electric Distribution Easement” Plan of Land in Salisbury, MA, WR 30248640, prepared by S. Steeves and dated September 20, 2022, a copy of which is on file with the Town Clerk; or to take any other action relative thereto. Article 24 Addition of Alternate Agricultural Commission Member Vote
38:18ARTICLE TWENTY-FOUR To see if the town will vote to amend the General Bylaws of the Town, Chapter 30, Article V, §30-19 (Agricultural Commission) by inserting the text shown in bold as follows: The Agricultural Commission shall serve as facilitators for encouraging the pursuit of agriculture in Salisbury and promote agricultural-based economic opportunities in the Town. The Commission shall consist of five members and one alternate member, appointed by the Board of Selectmen. The Commission shall consist of a minimum of three members who are actively involved in farming in Salisbury and another two members and one alternate member who are interested in farming. The initial appointments shall include three members who shall be appointed for a term of three years and two members for a term of two years. Thereafter, all appointments, including that of the alternate member, shall be made for three-year terms. The Board of Selectmen, as the appointing authority, shall fill any vacancy on the Commission based on the unexpired term of the vacancy in order to maintain the cycle of appointments; or to take any other action relative thereto ON PETITION OF THE TOWN MANAGER
